ABSTRACT:
In 1997, the California Public Utilities Commission in preparation for the deregulation of electricity mandated a Electric Restructuring Education Group to develop a consumer education plan. Dervin was asked to evaluate the plan whose purpose was to prepare residential and small business electricity customers with the tools they needed for making decisions and protecting themselves in a deregulated electricity environment. This report constitutes the evaluation Dervin did of that plan The report concludes with a set of recommendations.
